David Taylor

Dr. David I. W. Taylor is a highly accomplished strategic academic leader, government advisor, and quality assurance expert with over 30 years of international experience across education, public–private partnerships (PPP), and institutional transformation. Holding dual PhDs in International Relations & Geopolitics and International Business Management, alongside an MBA in Technology Management, he combines rigorous academic scholarship with hands-on executive leadership. An Emeritus Professor of Business and Military Strategy and former commissioned military officer (Substantive Major), Dr. Taylor brings disciplined strategic thinking, crisis leadership, and governance expertise to complex institutional environments.

His career spans senior academic and executive roles in the UK, China, France, and the USA, with particular impact in China’s international school sector, higher education, and cross-border education consultancy. He has successfully led curriculum reform aligned with IGCSE, A-Level, IB, AP, and doctoral frameworks, while mentoring and developing academic leaders and faculty to achieve measurable improvements in quality, retention, and outcomes. As a trusted advisor to governments and multilateral stakeholders, including HM Treasury, the French Government, and the IFC–World Bank, he has contributed to PPP policy, capital appraisal, and quality assurance frameworks. Dr. Taylor is widely recognized for his cross-cultural leadership, accreditation expertise, and ability to drive sustainable institutional turnaround at system level.
