Elie Al Asmar
Prof. Elie Al Asmar is a Brigadier General in the Lebanese Internal Security Forces (ISF), currently serving as Head of the Social Services Administration and a Member of the Council of Command. With more than two decades of distinguished service, he is a national and international authority in internal security governance, human rights, and the combatting of human trafficking, gender-based violence, and child exploitation.
He previously led the ISF Research and Studies Division (2014–2025), where he developed human-rights-based police training curricula, strengthened cooperation with international and national organizations, and contributed to strategic planning, monitoring, and evaluation at institutional and national levels. As Head of the Anti-Human Trafficking Department (2009–2014), he dismantled major trafficking networks and played a key role in shaping Lebanon’s legal and operational frameworks aligned with Law 186/2011.
Prof. Al Asmar has chaired and represented the ISF and Ministry of Interior in numerous inter-ministerial and parliamentary committees, contributing to landmark policies on domestic violence, migrant workers, women, peace and security, and child protection. Academically, he is a Professor of Law and Human Rights, teaching at leading Lebanese and European universities, and a frequent expert for UN agencies, the EU, INTERPOL, and regional security institutions.
He holds a PhD in Law from Toulouse 1 Capitole University and is fluent in Arabic, English, French, and Spanish.
